How this food is called?

It is called kakigori.
“Kakigori” is a Japanese summer desert made of shaved ice, served with various syrups, and sometimes with assorted toppings.
Especially, the desert such as in the picture is many people’s favorite and called “Uji-Kintoki”.
It comes with sweetened green tea syrup and assorted “Azuki” (red beans), sometimes accompanied by white “Mochi” (rice cake) balls.
